To promote and improve quality of life for adults with severe and persistent mental illness and their families and for other people whose lives are affected by significant mental health problems. This is accomplished through planning, developing, and organizing a statewide system of community-based and institutional services; procuring and allocating resources and providing policy guidance, technical assistance, and special grant initiatives to area programs and State institutions; and advocating within the Division, the Department of Health and Human Services, and other departments and offices of State Government.
